I think having pure water is more important than having enough water. Water pollution is a big deal because a polluted body of water can easily affect other bodies of water around it. Transporting water from a nearby source, or digging for water easily fixes having a shortage of water. Although a water shortage may cause a need to cut back on water usage, having pure water available is a health issue.
